The Record of Decisions for the October 27th meeting was approved.

Membership

Peter Watson, Deputy Minister of Alberta Environment has agreed to join the Table as a member.

Energy Efficiency/Conservation

Dick Fadden made a presentation on energy efficiency and sustainability  

Commitments

Samy Watson will present on the offsets credit trading system and how it could encourage energy efficiency at the next meeting.

A sub-group of four members will develop recommendations to the Table on the establishment of an Energy Efficiency/Conservation (EEC) Working Group.  Mike Cleland has accepted to lead this exercise with Jan Carr, Marlo Raynolds and André Plourde. Sue Kirby and the Secretariat will offer support to the four members. 

  • The Secretariat will prepare an overview of existing programs andinitiatives related to energy efficiency and conservation in Canada;
  • The Secretariat will help members develop a draft terms of reference for the EEC Working Group (e.g., mandate, scope) that emphasizes links to existing groups (e.g CEM Energy Efficiency Working Group) in order to avoid duplication of effort;
  • The Secretariat will help members develop a list of potential candidates for the EEC Working Group.

Vision

Members held a working session on their vision for a sustainable energy system in Canada. The discussion centered on the definition of sustainable energy systems, the identification of a number of key attributes of a vision (i.e. secure, diverse, equitable, clean, efficient and competitive) and the listing of opportunities and challenges.  Members discussed the type of outputs the Table could produce.  For instance, they considered the concept of a policy paper on a sustainable energy system forCanada.

Commitments

A sub-group of four members will refine the work already done and make recommendations to the Table on advancing the Table’s work on a vision of a sustainable energy system.

Ken Ogilvie has accepted to lead this exercise with Pierre Alvarez, Robert Hornung and Dick Fadden. France Pégeot and the Secretariat will offer support to the four members. 

As a first step, the Secretariat will revise the summary of the vision statement and submit it to the four members.

Presentations

Pierre Alvarez presented on the Canadian Centre for Energy Information’s “Energy in Canada – Data and Information Initiative” tool.  Table members were encouraged to provide on-going feed-back and support to this initiative.

Samy Watson debriefed on the 11th Meeting of the Conference of the Parties to the Kyoto Protocol (COP 11) which took place in Montrealfrom November 28 toDecember 9, 2005. 

Vicky Sharpe provided a presentation on sustainable infrastructure in Canada. 

Jan Carr debriefed on the Ontario Power Authority’s (OPA) December 9th Supply Mix Advice Report to the Ontario Minister of Energy.  The report responds to a request from the Minister for advice on the appropriate mix of electricity supply sources and planning assumptions for conservation over the next 20 years. 

Brian Gray provided an environmental scan and solicited support from the members’ organizations in order to complete the work that was started. Table members reiterated the need for a document providing a better understanding of the state of the environment.

Commitments

The environmental performance of the energy system inCanada and the energy commitments will be revisited at a future meeting.

Next Meeting

Suggested agenda for the next meeting, tentatively scheduled for March 13-14, will include:

  • Presentation by Samy Watson on an offsets credit trading system;
  • Presentation by Dick Fadden on Energy and the Economy;
  • Energy Efficiency and Conservation Working Group; and
  • Vision of a sustainable energy system.
